The Northeastern Brotherhood of Steel are a breakaway faction of the Eastern Brotherhood of Steel, founded in 2280 during the succession crises among the Eastern Division. The Northeastern Division, lead by their founding Elder, Elder Cross, immediately departed from the Capital Wasteland upon the death of then-Elder Sarah Lyons. Unsurprisingly, the division is founded on Lyonsian Reformist Doctrine, which both the West Coast Brotherhood and the mainstream Eastern Division view as heretical. When Cross died during the exodus, she was immediately replaced with her Proctor of the Order of the Quill, Elder Elizabeth Jameson. Though initially fleeing northward on foot, encountering the southern fringes of the Glowing Sea called for a change in tactics, and in 2282, the Northeastern Brotherhood set sail on the Grey Fleet, eventually landing at their modern day headquarters of Mill-in-Maelstrom.
