The Northeastern Division, lead by their founding Elder, [[Elder Cross]], immediately departed from the Capital Wasteland upon the death of then-Elder Sarah Lyons. Unsurprisingly, the division is founded on [[Lyonsian Reformist Doctrine]], which both the West Coast Brotherhood and the mainstream Eastern Division view as heretical. When Cross died during the exodus, she was immediately replaced with her Proctor of the Order of the Quill, [[Elder Elizabeth Jameson]]. &#039;&#039;&#039;Carleton&#039;&#039;&#039; is a major settlement built in the ruins of the pre-war city of [[Saint John]], particularly into the ruins of its container port on the west side of Saint John Harbor. Like certain settlements in the Commonwealth Wasteland this ocean access is both a blessing and a curse for the [[Loyalists]] who founded and built up the city. In point of fact this is just one of many such settlements in [[County Carleton]], the general term for the Loyalist-controlled region of the [[Acadia Wasteland]].&lt;br /&gt;

Ever since the [[Expulsion of the Mutants]] by the [[Loyalists]], Carleton has been run as a human ethnostate. Non-humans are not permitted within the confines of the town proper and must instead subsist in in the [[Quayside Ruins]] or make do with the limited temporary housing available at [[Crook&#039;s Hollow]].&lt;br /&gt;

Even humans who arrive from outside the city tend to find themselves in something of an underclass, restricted to the lowest levels of the container city. Those who can prove they themselves were born and raised in [[Vaults]], or who have the right pedigree among senior-caste Loyalists, may in fact become citizens of the city and access its upper levels. &lt;br /&gt;

Immune to - and in some cases, empowered by - the ambient radiation, Alexander and his fellow travellers established the town of The Point in the ruins of the former generation station and became known as the first [[Pointers]].
